Government of Canada Varies CRTC Decision on Globalive

An Industry Canada press release provides the details (Globalive Wireless, WIND Mobile). Newswire: Globalive to respond to Government of Canada decision.

As a supporter of more competition in the telecommunications and broadcasting sectors, I consider this to be great news. Unfortunately it didn't involve lowering the barriers for new entrants, only making a variance in this specific case based on interpreting the facts in a mildly different way.

Why does potential foreign control not bother me? I guess for me the question is whether it is the endpoints of a communication that are in control of the communication (control over endpoints being the DRM issue, control over network being the neutrality/end-to-end issue). I guess I have a hard time seeing a significant difference based on the citizenship of those with this excessive intermediary control.
