What could Tory copyright look like under Harper government?

A Hill Times article by Michael Geist discusses some possible Conservative directions with Copyright. This brings up the question of what are short-term, medium-term, and long-term priorities that were discussed in the Section 92 report (AKA: "Supporting Culture and Innovation: Report on the Provisions and Operation of the Copyright Act").

Will we have a citizen and parliamentary debate on these priorities? There are many things that I consider very backwards in that report, with the most egregious being that "clarifying and simplifying the act" was given the lowest priority when it fact it should be the highest and an overlapping policy that directs the implementations of all other changes. If copyright is to be respected in Canada by private citizens, it needs to be respectable (i.e.: understandable, and reasonably able to be obeyed) which the current act is not.

On simple questions like whether unauthorized downloading of music is an infringement or not causes great debate among lawyers, and thus it is unreasonable for the government to expect citizens to obey a law which even specialized lawyers do not understand and agree on.
