The Marijuana Party has provided a response to the CIPPIC questions (PDF readers).
I asked the party who wrote the responses, and was pointed to Pierre-Etienne Paradis. Mr. Paradis is currently completing a masters degree in International Law, at the Université du Québec à Montréal (UQAM). It is with his background that he was able to offer such a detailed response, something far beyond what I've seen from "leading" two parties.
I also received a response from Blair T. Longley, who puts the word "Leader" in quotation when indicating his status in the party. He indicated that he fully agrees with what Mr. Paradis wrote, which is the closest to official party policy you can get with a party that states that "has no written constitution, no adopted charter, & no formal by-laws, and the party has no intention to ever write or adopt any".
When compared to what Mr. Paradis wrote, I really have to wonder what folks like the Heritage Minister Frulla and parliamentary secretary (and close friend with the foreign major labels, studios, and software manufacturing lobbiests) Sam Bulte were smoking when they came up with their overly-simplistic (to the point of being dangerous) views on cultural policy and technology law.
