Right on.

I collect 16mm films. Many educational. if they are still under
copyright I can't show them ot anyone with out "buying" a "public
performace right"

BUt who is the author? On some I can use the date codes on the edge of
the print to make a good guess that it was made say in 1953. (the blank
film stock, which has a 4 yaer life before processing) so it could not
have been printed later than about 57.

The start and end titles have gone missing, (this is an old school or
Libary print) so I don't know the title, who released it or the
copyright date.

Worse, I have a good one that is aparently from about 193X concerning
"Canadian White pine" which has the interesting staistic on the sound
track that in 1934, less that 1/60 of the avaliable Candian White pine
was harvested, so the resource will last for years.- again titles are
missing. print is "pre-war" and is a documentary. Can I show it to
anyone outside my family? Nice shot of how Horses are needed to produce
lumber, and how "new" Chain saws increse the productivity of the two
"man" crew who use them.
