Its a bit of a long story and I don't off-hand recall it all, but it
appears that MS was part of a panel at a pre-World Summit on the
Information Society  (WSIS) associated conference in Vienna.

The Chair of the Conference (an Austrian) was evidently slightly ahem
"over-accommodating" (another long story I think) to MS and edited out of
the proceedings apparently at the request of MS some pro-Open Source
comments by another presenter who objected quite vigorously and publicly
(think RLS).

It got a fair amount of play among the OS and Civil Society crowd mostly
in Europe at the time but somehow disappeared, not sure exactly why or
how... There hasn't been any follow-up that I have heard of...

A tempest in a teacup is a good characterization I think...
