What I did wanted to mean is that the government should probably make itself softwares where confidentiality and security is critical, regardless of outsourcing to a local or foreign company. It is already doing so with many softwares needed for internal use. For that kind of softwares, if he really needs some consultants or external firms, he should request from them appropriate security clearance, which happens to normally be availaible only to Canadians citizens AFAIK. I know there is many banks that develop themselve most of their softwares and outsource only small parts so as to minimize the risks of someone knowing enough about their systems to be able to know how to exploit its weaknesses, or to be able to successfully hide a workable trojan. For softwares and other things the government might contract out to a local or foreign company, as long it doesn't involve privacy or security (including critical operations like power distribution), I think it is more a topic about politics and economy than anything else.
