I'm pretty sure that the region restriction part of the DVD is separate 
from the CSS encryption. In a computer the region restriction is handled 
by the DVD drive, while the CSS decoding is handled by the movie 
playback software. This means that data DVDs can have regional 
restrictions even if there is no CSS encoding.

Most computer and stand alone players can be easily have their firmware 
changed to get around the region restrictions, so that people interested 
in getting DVDs from other regions can do so easily. Many stores open 
advertise region free DVDs.
