   My gut feeling is that having the number of people grow of an existing 
petition that addresses the same issues looks better.  Being able to say 
that 1800+ people rejected the general thrust of C-60 even before it was 
tabled looks really good.  Getting that number to 3000+ would look even 
better.

   A different petition would start the counter at 0 and be said to just be 
the same people expressing the same opinion in two different text.

   Is there opposition to C-60 that isn't addressed in the more human 
readable ideas in the petition?
