I don't accept that statement as self-evident.

In my book-buying and dealing activities, I often come across titles 
by "The Renfrew County Centennial Agriculture Committee" or some such 
thing. Not only to these ad-hoc bodies no longer exist, I doubt that 
any thought was ever given to their succession, let alone assignment of 
any copyrights.
