  Parliament does not yet know that CIPO has been independently moving to
grant more and more poor quality information/mental process patents.  
This is not a change in legislation that would have required parliament to
debate the issue, or even a change in jurisprudence where courts would be
able to debate the issue.

  CIPO claims they are just "interpreting" existing laws and
jurisprudence, but I see little evidence of that perspective and only see
a unilateral change in their practices.

  Letters should be sent to MPs about this, copying the Industry Minister
and Industry critics.  Parliament should be weighing in on this very
important economic public policy, but have thus far not discussed it.  
This is an issue that should be receiving far more publicity and debate
than it has thus far.

  I received an amusing letter from Industry Canada (Information & Private
Rights Administration) earlier this week.  They wished to inform me that a
message http://www.digital-copyright.ca/discuss/3846 was being disclosed
because of an ATiP request.  Really?  My publicly published message is
going to be "disclosed" to me because of my own request?  Wow ;-)

  The useful information was a date of February 9, 2005 when they will be
disclosing all this information to me.  CIPO is still only publishing the
outdated version of MOPOP, something I expect to change by Feb 9.

P.S. Does anyone in the Ottawa area have a scanner and OCR that I will be
able to use (for free)?  My guess is that this material will be sent to me
on paper, and I will need to OCR everything to put it online.  Getting
this information fully publicly published online is the reason for this
request.  My preference was that it be published on Strategis.ic.gc.ca
where it belongs, but I am forced to put it on digital-copyright.ca
