  The CRTC is heading into very dangerous waters by trying to mandate
Canadian content in new media using techniques from spectrum-limited
broadcast media.  In doing so they will be granting greater control to the
very media monopolies that are the greatest threat to Canadian culture.

  Canadian culture would be far better served by the opposite approach for
media with limitless spectrum, such as enforcing competition rules and not
requiring licensing, rather than limiting licenses to government created
monopolies.

  We should also not limit ourselves to considering government regulation
of communications, as private sector regulation will soon be far more
critical.

  Take for example my letter to the editor of the Ottawa Citizen, where a
different 4-letter-acronym starting with C wants to regulate XM radio..
