  The answer is simple - the competition bureau's track record in Canada
is so INCREDIBLY poor that we figure that there is no point. While EC
was busy suing Microsoft (and has now won), and multiple US states were 
doing the same (and not everyone settled or lost), the Canadian bureau
had "no comment"

  Meanwhile, many ISPs have complained about monopoly practices at
great expense to themselves to the CRTC. They got nowhere. Competition
bureau wasn't interested.

  Can you use Bell Sympatico or Rogers without Windows? Officially, no.
  Is that monopoly practices? Hard to say, but competition bureau isn't
interested. 

  So, the advice most open source vendors would take is simple: don't
litigate, innovate.
