Section 21 of the bill was debated at length in the Standing House of Commons Committee on Canadian Heritage and was subsequently amended by unanimous consent of the Members of the House of Commons; however, the amended clause became redundant once the works in question entered the public domain on December 31, 2003. Consequently, the Government has requested that the Senate delete Section 21 during its consideration of Bill C-8. The bill is currently under study by the Standing Senate Committee on Social Affairs, Science and Technology with the request of the Government before it. I hope this information is sufficient in addressing your concerns with the copyright provisions of Bill C-8. I strongly oppose the extension of copyright for the unpublished works of certain deceased individuals granted by section 21. The public domain would be deprived of the previously unpublished works by a large number of important historical figures, including Prime Minister R.B. Bennett, Prime Minister Robert Borden and Chief Justice Charles Fitzpatrick. I urge you to amend or delay Bill C-8.
