Please understand that I'm not saying this legislation *would* be abused in that way, only that it *could* be and that that's bad enough. Even if we thought they'd only ever require electronic copies of electronic publications, it could still be a problem - I would be less than happy to have to send out copies of my Web site updates in MSWord format, for instance.
