The form of the copy can be set by the regulations, so it would be
possible for those who write the regulations to require that it be
something inappropriate, such as paper.  Please understand that I'm
not saying this legislation *would* be abused in that way, only that
it *could* be and that that's bad enough.  Even if we thought they'd
only ever require electronic copies of electronic publications, it could
still be a problem - I would be less than happy to have to send out copies
of my Web site updates in MSWord format, for instance.  However, as others
have pointed out, the "must share publications with the archives"
requirement apparently isn't new, and it doesn't seem to have destroyed
Canadian society yet, so its inclusion in C-36 probably isn't as
threatening as I first thought.
