Does it apply to Web sites? C-36 looks like it's meant to, and that's new. I'm also aware of a lot of amateur and informal hardcopy publications that do not send copies to any central authority. Are they all breaking the law? It may be that the current regulations exempt everyone except commercial publishers; but I'd rather have that in the Act than in the regulations, and if we're revising the requirement at this time, now might be a good time to make it a condition for copyright protection, which would be a good thing to do.
