Hi, I got this message from Industry Canada on the DVD monopoly complaint:
(excuse the poor scanning...)

 Dear Mr. Trottier,

1 am responding to your ~e-mail of August 28, 2001, in support of the complaint
of Russell McOrmand concerning the control of DVD players in both domestic
and international markets by Licence Management International - DVD Copy
Control Association (DVD - CCA). The Honourable Brian Tobin has also asked
me to acknowledge on his behalf receipt of a copy of your e-mail. I regret the
delay in responding.

The Bureau has reviewed the behaviour of firms in the DVD industry to
determine if it might raise issues under the Competition Act. At this point, it
appears that DVD coding allows Canadian viewers to see DVDs at home shortly
after their local theatrical release. Canada, like the US, receives releases at the
earliest possible date and at competitively set prices. On the basis of the
Bureau's analysis, the encoding techniques used by DVD - CCA on specific
movies seem not to have significant anti-competitive effects in the Canadian
market.

1 understand that you have been contacted by a representative of the Bureau to
discuss your views. You can be assured should the circumstances warrant it in
the future, the Bureau will take appropriate action under the Act.

Thank you for bringing this matter to our attention.

                                              Yours sincerely

Johanne D'Auray,
Deputy Commissioner
Criminal Matters
