Congress doesn't control the format of email other than federal agencies. I also don't know why you are worried about 'congress' - we need to worry about the Government of Canada. While we aren't in good shape at the moment, we do have a few key individuals in the right places to be moving Canada towards a standards base. In fact, I will likely be doing a presentation in February/March to an eGov conference on just that type of topic.
